1. A proposal to deploy a new Registrar Contract to the network
2. This contract is intended to replace the existing Premined Registrar Contract
3. The proposal is to have the Registrar Contract be a Curated Registrar Contract
4. A set of validators will be defined in the configuration of the Registrar Contract
5. The validators will determine other accounts that can be configured as registrars
6. These new validators will be capable to manage changes to the domain and subdomain configurations  
7. These changes will be based on synchronization with Moonbase Alpha and the Lead nodes 
8. The proposal also includes a number of conditions for the Registrar Contract to be deployed on the Polkadot network
