This proposal is suggesting to reduce Moonbeam self bond from 2m to 500k GLMR. The main purpose of this reduction is to ease onboarding of new collators to the active list. Currently self bond in $ value is ~$180k, while Moonriver for example is $3k. Therefore, in order to attract new collators, we should reduce the entrance barrier. In addition, this change is reversible. Exactly as we increased the self bond from 100k to 2m GLMR almost 2 years ago, and now may decrease it to 500k GLMR - we can always raise it back again up to community decision.

The original suggestion was to decrease it directly to 100k GLMR, however eventually the majority thought it's better to start with 500k GLMR and reassess it in the future.
